Emil F. Ubaldo
Chief, Mobility & Intercultural Exchange Unit
Dr. Emil F. Ubaldo is a professor in the Department of Language, Culture, and Arts Education at the College of Education, Central Luzon State University (CLSU). He holds a Ph.D. in English with a concentration in Applied Linguistics from the University of Memphis, Tennessee, USA, as a Fulbright–Philippine Commission on Higher Education (CHED) scholar. His research expertise includes peer collaborative writing in a second language, computer-assisted language learning, language policy in education, and the internationalization of education.
As Chief of the Mobility and Intercultural Exchange Unit at the International Affairs Office, Dr. Ubaldo oversees student, faculty, and staff mobility programs. He directly manages key internationalization initiatives, including the ASEAN International Mobility for Students (AIMS) Program, the University Mobility in Asia and the Pacific (UMAP) Program, and the Southeast Asian (SEA) Teacher Project Pilot Batch, in partnership with the University of Tsukuba (Japan), Universitas Pendidikan Indonesia, and Khon Kaen University (Thailand).
Dr. Ubaldo is among the 30 professionals from Asia, South America, and Africa selected for the highly competitive 2025–2026 Dialogue on Innovative Higher Education Strategies (DIES) Management of Internationalization (MOI) Program. This initiative, jointly sponsored by the German Academic Exchange Service (DAAD) and the German Rectors’ Conference (HRK), equips higher education leaders with the skills and strategies necessary to strengthen internationalization efforts at their institutions.
Previously, he was selected for the 2023 Young Southeast Asian Leaders Initiative (YSEALI) Regional Workshop on Innovating International Higher Education, organized by the U.S. Embassy in Hanoi in collaboration with the National Economics University. This highly selective program brought together emerging education leaders under 35 years old from across Southeast Asia to advance internationalization and innovation in higher education. In addition, he is an alumnus of the U.S. Online Professional English Network (OPEN) Program, having completed a course at Arizona State University.
A strong advocate for academic writing support, Dr. Ubaldo led the establishment of the Hannah W. Tibbs Writers Studio at CLSU, funded by the Regional English Language Office (RELO) of the U.S. Embassy in the Philippines. The Writers’ Studio serves as the university’s official writing center, providing language assistance to students and staff.
Beyond his internationalization efforts, Dr. Ubaldo is an active member of the Outcomes-Based Education (OBE) Task Force of the university and contributes to policy development initiatives focused on curriculum enhancement and global engagement.
