September 8, 2025

The Central Luzon State University through Dr. Emil F. Ubaldo, chief of the International Mobility and Intercultural Exchange Unit at the International Affairs Office and Dr. Ma. Catalina D. Cadiz, program manager of the SEA Teacher Project at CLSU at the 10th Evaluation Meeting of the Southeast Asian Teacher (SEA Teacher) Project, hosted by Universitas Brawijaya in Malang, Indonesia on August 5-6, 2025.
During the evaluation meeting, Dr. Ubaldo served as one of the panelists in Session 2.2: From Exchange to Transformation – Strengthening Teacher Education and Mentorship through Cross-regional Collaboration, alongside representatives from the University of Tsukuba, Japan and Dong Thap University, Vietnam.
His sharing focused on the impact of CLSU’s participation in the SEA Teacher Project in terms of institutional transformation, curriculum development, practicum design, mentorship systems, and long-term collaboration.
Among the Philippine universities, CLSU is the only teacher education institution with participation in the SEA Teacher Project – Batch 10 and the SEA Teacher Project – Pilot Batch 4. The pilot batch is an exclusive program led by the University of Tsukuba together with Central Luzon State University (the Philippines), the Khon Kaen University (Thailand) and Universitas Pendidikan Indonesian (Indonesia).
The SEA Teacher Project, an initiative of the Southeast Asian Ministers of Education Organization (SEAMEO), provides education students across Southeast Asia with international teaching experience and cultural immersion opportunities. By engaging in diverse classroom environments, participants develop stronger pedagogical skills, adaptability, and intercultural understanding—preparing them to become globally competitive educators.
At CLSU, the program is jointly managed by the International Affairs Office through the Mobility and Intercultural Exchange Unit and the College of Education.
